122Pemanfaatan Kotoran Ternak Sebagai Sumber Energi Alternatif Dan Peningkatan Sanitasi LingkunganThe effort to discover alternative source of energy in the world is still continued because the dependency from the fossil fuel should be aleviated. Since the energy crisis in 1973, the problem of energy become world hudge intention. In every energy crisis, the price of oil increase sharply and cause lack of stock. Therefore, several countries are trying to diversificate their source of energy. One of the alternative energy is biogas. The biogas can be produced from livestock waste. Through the fermentation processing of livestock waste, it can be produced biogas and the other side product and effect from this processing are: organic fertilizer, animals feeding, and prevent pollution. With the several benefits can be taken from the fermentation of livestock waste, the usage of livestock waste become biogas is necessary to be disseminated in Indonesia, where most of people are living in rural area and depending their livelihood on agriculture.Biogas, Sanitasi, LingkunganDaru Mulyono

124Karakteristik Emisi Gas Buang Insinerator Medis Dirumah Sakit Jiwa Dadi Makassar Sulawesi SelatanThe disposal of hospital waste needs special treatment. To assist the hospital waste treatment of Makassar city, UPT-LSDE, BPPT has been designed and developed a medical incinerator with the capacity of 50 kg/jam at Rumah Sakit Jiwa Dadi Makassar in the year 2002. After one year operation, the system was provided by recuperator and tested to measure the emission characteristics into operation modes. The first mode, incinerator was run without operating recuperator and the second by operating recuperator. Characteristics of exhaust gas emissions were monitor continuously during test by using a poprtable gas analyzer, while particulate sampling was done as standard sampling Method 5 EPA. The test results show that pollution gas emissions, except CO, are under the regulation standard limits of Environmental Control Agency Head Decree No.Kep-03/BAPEDAL/09/1995. While particulate concentration in exhaust gas is under the standard limit of Environmental State Minister Decree No.13/1995 However, waste feeding and air combustion distributor of the tested incinerator need to be modified to achieve optimum combustion. 125Difusi Inovasi Teknologi Pengolahan Sampah ke MasyarakatThe diffusion of Waste Management System to the society should be followed by the change of not only their knowledge and attitude, but also their behavior. To find out the effects of the diffusion to the society, some measurements can be used. These are the number of society adopted the system and how fast the society can adopt it. In order to measure the success of its implementation, the knowledge on the natures of innovation in waste management technology is required, as well as the components influencing how fast it is adopted. By doing so, the system socialization is expected to be more acceptable by all parties. It is needed to avoid the incompleteness of waste management system socialization carried out so far by society and government elementsdiffusion, behavior, society, adopted, innovation, waste management.Muhammad Ansorudin Sidik
126Tinjauan Aspek Hukum terhadap Pola Penggunaan Lahan Di Daerah Aliran Sungai ?The development of urban and sub urban of Jakarta has influenced Ciliwung river bank, which finally damaged environment. Lacal government ?Kabupaten Bogor? has made RUTRW (Rencana Umum Tata Ruang Wilayah), general plan for regional use space to control the development and to avoid more damaged environment. However, there are many divergences occur in the land use. 130Daya Dukung Sumberdaya Air Sebagai Pertimbangan Penataan RuangThe concept of carrying capacity of water resource is applied as a management tool for the operationalization of sustainable regional planning. Carrying capacity of a region, comprising its supportive and assimilative capacities, is defined as the ability to produce desired outputs from a resource base to achieve a higher and more equitable quality of life, while maintaining desired environmental quality. The proposed conceptual model for the carrying capacity-based planning process considers problems, constraining and supporting factors, and interrelated systems within a dynamic ecosystem to arrive at the water resource-based sustainable regional planningdayadukung lingkungan, sumberdaya air, pengelolaan DAS, penataan ruang, Jawa BaratChay Asdak dan Hilmi Salim

132Karakteristik Ekosistem Mangrove Pada Dua Cabang Delta MahakamThe change condition of Delta Mahakam marked by decreasing mangrove area caused by shrimp aquaculture development and high sedimentation caused by changing of land use in upstream. It will influence to mangrove ecosystem existing. Research of mangrove ecosystem characteristic has done in June 2003, on two branch of Delta Mahakam, at Muara Berau (northern area) and Muara Jawa (southern area), to recognize mangrove community succession and characteristic of sedimentation. Mangrove community determined by measuring the standing density of tree (? trunk > 10 cm), belt (? trunk between 2 ? 10 cm), and seeding (? trunk < 2 cm), sediment characteristic identified from content organic and component of fraction. Based on dominance of sand fraction (> 90%) on mangrove ecosystem show that sedimentation in Delta Mahakam was high, for other side the mangrove community show on succession level was marked by abundance of pioneer species, like Soneratia and Avicenia, and organic conten (5.4 ? 12.4 % dry weight) and C/N organik ratio was low (6 ? 7). Bruguiera sp., Ceriops sp., and Nyppa sp. was foud on rare number. Standing density of trunk of tree show on good community, although not too dense. Regeration level in Muara Berau seem better than Muara Jawa. The tree density influence to organic content in sediment. Delta, mangrove, sediment fraction, and sediment, organic.Lukman, G.Y. 134Penerapan Teknologi Tinggi Untuk Pengelolaan Limbah Padat Di SingapuraThe application of high technology (hitech) for solid waste management and treatment in Singapore is one of examples of solving the municipal solid waste problem. Singapore with more than 4 million inhabitants produced 7676 ton wastes per day in 2001. Now, all the combustible solid wastes goes to the incinerator plant that can convert the heat into electricity. The ash from incinerator and the incombustible solid wastes are transported via waste harbour in Tuas to the Semakau off shore landfill. Also, before incinerating in the plant, the activities of collecting and transporting of munocipal solid wastes are suported by such kind of new technologies for example pneumatic refuse transport system. The typical of the high tecnology is need high cost for building, operating and maintaining and should be operated by high skill staff. Singapore has all the need and also has a strong political will in combating the solid waste problems. So that, Singapore is one of the cleanest metropolitan cities in the world.limbah padat, incinerator, pelabuhan sampah, TPA SemakauSri Wahyono

138Pemanfaatan Lahan tidur di Bawah Tegakkan Hutan Rakyat dengan Tanaman NilamThe agroforest region is bestowed with diverse agro-climatic zones, which makes itself a rich storehouse of different types of flora and fauna. Besides, this conditions help in introduction, acclimatization, and cultivation of a number of aromatic plants with minimum efforts. There are a few commercial crops, which can be cultivated without disturbing the existing flora and have the potential to establish as cash crops in this region. Patchouli (Pogostemon cablin Benth) has been identified as one such essential oil bearing aromatic plant with immense export potential. Patchouli oil production could be a rural based, labour intensive, low cost agro-base cottage industry, which will give large-scale employment in rural and hilly areas. Patchouli, being a shade loving plant can easily be grown as an intercrop amidst fruit trees, arecanut, and coconut plantation etc. It can also be easily cultivated in flood free fallow or wastelands. This will provide some extra income for the farmers. Following report of experiment in Cibojong-Padarincang-Serang clearly indicates that Patchouli cultivation can be a good option besides the traditional crops.Agroforest, intercrop, shading, nilam, Pogostemon cablinTitin Handayani dan Titi Resmi
