222Dampak Pencemaran Lingkungan Akibat Limbah Industri Pengolahan Ikan Di MuncarMuncar area is a regional fish producer. There, we can find big and small scale fish processing industries and even home industries. Those industry produce on the average 1,300 ton/day processed fish. Production activities caused environmental pollution, especially air, water and soil pollution. Source of this pollution are from transportation movement and developmnet of raw material, quality control activities to employee?s activities (domestic waste). Right now the process of waste management is so little and people?s understanding about wastewater treatment (IPAL) and waste management system is so limited. Almost all waste from this area is flowed away to the public canal. Flowing away waste directly without any process could increase environmental pollution around industrial location. This city needs a lot of water resources with high quality to meet the needs of the hotel. While the Bali island with a relatively small area can not save the water resources in large numbers, the good management of water resources and efficiency use of water is realy needed. Hotel is one of the largest water users in the city of Denpasar. The water source is from deep ground water and PDAM with the same quality. If someday deficit water and sea water intrusion in Denpasar happened, the hotel will be accused as one major cause of this problem. To overcome these problems, environmentally friendly hotel management will be needed to achieve "GREEN HOTEL & RESORT" programs in Bali, such as water usage efficiency, water recycle and protect environment from wastewater polution. 228Emisi Karbon Lahan Basah, Pertanian, Dan Kehutanan Di IndonesiaBased on the field sampling and laboratory analysis, there were some varied results of the CH4 emission from the wetland (peatland, fresh water swamp, mangrove area) and paddy field. In the peatland area, the flooded plants of Stenochlaena palustris showed higher CH4 emission than no flooded plants. In the fresh water swamp, the highest CH4 emission was 12,184 mg/m2/hour for Cyperus elatus, then 10,957 mg/m2/hour for paddy (Oryza sativa), and 7,976 mg/m2/hour for Panicum maximum. In the mangrove areas, the plant of Avicenia marina located in the fish pond showed higher CH4 emission (0,356 mg/m2/hour) than Rhizophora mucronata (0,008 mg/m2/hour) located in the drain channel. The paddy field identified highly varied CH4 emission of 1,16 ? 11 mg/ m2/hour, of which the highest emission in the flooded area of 11 cm ? 14 cm that was possibly the optimum emission for paddy field. In the forested area, the carbon stock assessment located in the former logging estate found 113,5 ? 132,6 ton/ha (average of 120 ton/ha). 229Pemanfaatan Dan Konservasi Sumber Air Dalam Keadaan DaruratThe need of clean water availability is the basic need of human being for living. In case of emergency, the clean water availability is still needed firstly. In this situation, we have to has a practical knowledge on water resource exploration as well as exploitation effectively and efficiently in such away the water utilization are sustainable. The water availability properties such as, quality, quantity, and site are related to the technology for water conservation and exploitation. Basically, the water availability in emergency could be developed based on the hydrological and hydro geological properties of the nearest location. In situ direct water utilization with bad water quality (in case of flooding) could be handled by using tools of water survival kit such as water bag, purification tablet or powder, and purification bottle. The water utilization in short term with limited scale (in case of refugees camp) could be developed by constructing shallow well (dig well or pumping well) if the shallow aquifer are available. This study is designed to identify dimension of environmental management system that influence of cleaner production?s strategy accept and implementation at natural rubber industry, especially in crumb rubber industry. Factor Analysis technic with Principal Component is aplicated to extract that dimension, while correlation analysis is using to inference the influence that dimension with cleaner production performance. Based of existing condition, deviation of cleaner production performance from the crumb rubber corporate?s enough big. Percentage of waste solid range 3 ? 11 %, the corporate don?t treatment that waste because almost of waste solid use for landfill. Treatment of unpleasant odour from crumb rubber industry, i.e.: with scrubber at the smokestack after drying process, reengineering of pre-drying process, spray of volatile oil, and soak bokar with liquid smoke. Alternatives for waste water treatment i.e.: activated sludge system, chemical system, and aeration system.Principal Component analysis results 13 dimension, namely: internal communication, evaluation tools, environmental benefit, employee ability, professional team, incentive system, cleaner production centre, community consultation, regulation, operational policy, environmental investment, green consumer, and environment requisite. The correlation of that dimension with cleaner production performance at natural rubber industry is not good (rs < 0,5). 233Evaluasi Hasil Pembangunan Instalasi Pengolahan Air Limbah Domestik tipe Komunikasi di Jakarta PusatTo overcome the problem of the high pollution caused by domestic wastewater in the region of Center Jakarta, the Local Government, DKI Jakarta, has acted as a pioneer in the program of water and wastewater sanitation for villages with applying 37 units of wastewater treatment installation. The location of them are spread out in several Kelurahan, in Kotamadya Center Jakarta. These installations were built in 2000, but not all of those might not be operated properly.
Furthermore some of them are not seriously managed and the conditions are so bad that can not be operated well. Because of that, it is time to evaluate them totally. The evaluation is not only for the technical problem, but also for the feasibility factor in a certain social community. All of these have to be done in order to get the alternatives for solving this problem, especially in developing and constructing the communally domestical wastewater treatment.

For example, the condition of most rivers in Jakarta is extremely polluted by wastewaters, such as domestic and industrial wastewater. Some of industrial wastewater straightly discharged into the rivers are classified as toxic and hazardous wastewater. Therefore all rivers in Jakarta are not feasible to be used as the raw water for clean water treatment processes. Even ground water is not already safe to be used as the raw water for drinking water, because it has commonly been contaminated by seepage of septic tanks and polluted surface waters. Because of that, many people living in Jakarta tried to find other alternatives. Commercially sold mineral water is one good option for supplying drinking water need, but the prices are relatively expensive for most of people. There were more than 1,000 refill drinking water depots growing in the last ten years. They are one of the best answers to many people, but the quality of drinking water is still debatable. In other word, there is not a standard regulation for the water treatment processes, so the depots cannot guarantee that the produced water already fulfill the quality standard of drinking water. One of the reasons of this problem is that community did not take part in developing and managing drinking water treatment plant.
